Telangana Draft Electoral Roll to Exclude 73.5 Lakh Uncollectable Voters
Telangana’s electoral roll is set to shrink from 3.38 crore electors to nearly 2.65 crore in the draft rolls following the initial enumeration phase of the Special Intensive Revision (SIR). Chief Electoral Officer C. Sudarshan Reddy announced that 73,47,053 electors — representing more than one in every five voters in the state — have been classified under the uncollectable category. Draft electoral rolls will be published on August 17 across districts including Hyderabad, Medchal-Malkajgiri, and Rangareddy.
According to the latest SIR status report updated on Monday, August 10, the uncollectable enumeration forms account for 21.72 percent of the state’s pre-draft electorate of 3,38,26,448. Reddy stated that the uncollectable cases largely comprise electors who had permanently shifted, died, could not be traced, or were already enrolled elsewhere. These voters will be excluded from the draft roll, but will be given an opportunity to seek re-inclusion through a formal claims process.
The largest category among uncollectable forms is electors recorded as permanently shifted, totaling 45,21,608 voters, or 13.37 percent of the entire electorate. This single category accounts for roughly 61.5 percent of all uncollectable forms. Another 11,30,166 electors (3.34 percent) were classified as untraceable or absent. Recorded deaths accounted for 9,22,074 electors (2.73 percent), while 6,69,649 electors (1.98 percent) were found to be already enrolled. A further 1,03,556 electors (0.31 percent) were listed under other reasons.
Reddy confirmed that all 73.5 lakh excluded electors will be placed on the ASD list. Genuine voters who were deleted can submit Form 6 during the claims and objections window to be verified and added back. The claims and objections process will run from August 17 to October 15, with the final electoral roll scheduled for publication on October 19. Copies of the draft rolls will be provided to political parties and published online.
The report shows processing is virtually complete, with 2,64,60,819 enumeration forms digitised, representing 78.23 percent of the electorate. Only 18,576 forms remain undigitised. Among districts, Hyderabad had the highest share of uncollectable forms at 41.12 percent (19,47,598 forms), followed by Medchal-Malkajgiri at 36.04 percent (10,73,705) and Rangareddy at 34.78 percent (12,86,654). Specific complaints regarding mapping and distribution issues in Serilingampally have also been rectified.
