Telangana Waives FC Renewal for Scrapped Auto Permit Transfers Within ORR

The Telangana transport department has relaxed the rules for transferring ownership and city permits of old LPG and CNG auto-rickshaws within the Outer Ring Road (ORR) limits, eliminating the requirement to renew the vehicle’s Fitness Certificate prior to transfer. Transport Commissioner K. Ilambarithi issued a circular directing registering authorities to allow the process, provided the vehicle is scrapped after the transfer.

Under the updated directive, applicants seeking to transfer ownership and city permits for old auto-rickshaws within the ORR boundary will no longer be forced to produce a valid Fitness Certificate. Instead, the transferee must submit a formal undertaking stating that the vehicle will not be operated on the road, that its Fitness Certificate has expired, and that it will be scrapped within three months from the date of transfer.

The decision comes following representations from auto-rickshaw owners who outlined the practical difficulties of the existing process. Buyers frequently purchase old city-permit vehicles for the sole purpose of transferring the permit to their own names, after which they scrap the old vehicle and replace it with a new LPG, CNG, or electric auto-rickshaw.

Under the department's existing CFST software, a valid Fitness Certificate was mandatory for any registration and permit transfer. This requirement forced applicants to renew the Fitness Certificate for old vehicles that were intended only for scrapping and were never going to be driven on the road again.

To facilitate the new process, Transport Commissioner K. Ilambarithi instructed the department's IT wing to modify the CFST software. The technical modifications will allow ownership and permit transfers to proceed without FC renewal while recording both the applicant's undertaking and subsequent scrapping compliance in the database.

In addition, concerned registering authorities within the Outer Ring Road limits have been instructed to monitor compliance closely. Officials must ensure that every auto-rickshaw transferred under these relaxed rules is scrapped within the stipulated three-month period.
