Telangana Mandates C&D Waste Rules for Hyderabad Building Permissions

The Telangana government has issued orders integrating construction and demolition (C&D) waste management regulations directly into building permissions across the Hyderabad metropolitan area. The measure has been introduced to curb the widespread dumping and pile-up of debris along roadsides, lakes, parks, and other public spaces.

The newly issued orders are applicable to all areas falling under the jurisdiction of the Greater Hyderabad Municipal Corporation (GHMC), Cyberabad Municipal Corporation (CMC), Malkajgiri Municipal Corporation (MMC), and the Hyderabad Metropolitan Development Authority (HMDA).

The state government issued the directive following a formal request by the Director of Town and Country Planning (DTCP), Hyderabad. The DTCP had sought the incorporation of C&D waste management provisions into Build Now, the unified building and layout approval platform utilized by all four urban planning and municipal authorities.

In its submission, the DTCP cited a request submitted by Soma Srinivas Reddy Engineers & Contractors, an authorised C&D waste recycler. The recycler sought the operationalisation of earlier government order provisions to enforce proper disposal of debris by ensuring waste is transported to designated processing plants right from the initial building permissions stage.

Under the updated guidelines, applicants must submit a mandatory declaration outlining their C&D waste management plan at the time of filing an application, adhering to the government order and the C&D Waste Rules, 2025. Applicants are also required to provide a formal undertaking confirming that debris will be disposed of exclusively through authorised recyclers during the pre-approval phase on Build Now.

To assist builders and property owners, the contact details of authorised recyclers will be published directly on the Build Now portal. In addition, builders must secure and produce a C&D waste disposal certificate prior to the issuance of an occupancy certificate, project completion, or the closure of permissions. The orders further stipulate that products manufactured from recycled C&D waste must be incorporated into eligible infrastructure and civil works wherever technically feasible.
