Telangana High Court Directs DGP to Frame SOP for Enforcing Police Protection Orders

The Telangana High Court in Hyderabad on Wednesday pulled up the state police department for failing to enforce protection orders issued by lower courts, directing the Telangana Director General of Police to examine systemic delays and consider issuing a Standard Operating Procedure.

A division bench comprising Chief Justice Aparesh Kumar Singh and Justice G M Mohiuddin raised serious concern over citizens having to approach the High Court simply to get protection orders passed by subordinate courts implemented on the ground.

The directions were issued during the hearing of an appeal filed by Peesari Gopaiah, a farmer from Yadadri-Bhongir district. The dispute stemmed from a 2009 court order related to the fencing of a parcel of land.

Another resident from Yadadri-Bhongir district, Nalla Venkat Reddy, had secured an order from a lower court in November 2025 directing the local police to provide protection while he carried out the fencing work. However, after the police allegedly failed to act on the directive, Venkat Reddy moved the High Court for relief.

A single-judge bench of the High Court had subsequently directed the police department to extend protection to Venkat Reddy whenever he sought to erect the fence again.

Gopaiah then challenged that single-judge order before the division bench. He contended that Venkat Reddy was misusing the police machinery to intimidate him and illegally interfere with his possession of the land.

Noting the recurring pattern of litigants seeking high court intervention due to police inaction on lower court orders, the division bench directed the DGP to take steps toward creating an SOP to ensure timely police assistance.
