Section 22A Freeze on 9.8 Million Acres Halts Land Sales in Banjara Hills

Property sales and registrations have come to a standstill across prime Hyderabad neighbourhoods, including Banjara Hills, Kukatpally, and Miyapur, following the government freezing of approximately 9.8 million acres of land under Section 22A of the Registration Act, 1908. The widespread block, triggered by digital update errors and administrative lapses, has disrupted private landholders and halted transactions across the State.

Section 22A, which maintains the Prohibited Properties List, was introduced with the stated rationale of protecting government, Wakf, and Endowment lands from unauthorized transfer. However, major administrative lapses during digital land records updates resulted in thousands of acres of undisputed private title (patta) lands and approved layout plots being mistakenly included in the prohibited category.

Following the listings, Sub-Registrar offices across Telangana imposed a complete freeze on the sale and purchase of all affected properties. The restriction has left citizens facing an arbitrary loss of property rights and severe financial distress, as commercial banks systematically reject loan and mortgage applications secured against the prohibited parcels.

The freeze has severely destabilised Telangana's construction and real estate sector, which accounts for roughly 15 percent of total employment in the State. The sudden halt in property transfers has triggered direct job losses across technical, skilled, and manual roles, directly impacting civil engineers, architects, site supervisors, masons, and daily wage labourers. Specialised workers in marble, sanitary, and electrical fitting have also lost their livelihoods.

The disruption extends heavily into associated industries dependent on real estate and building activity. Supply chains and services, including steel, cement, paints, transport, crane leasing, and property brokerage firms, have been paralysed by the ongoing administrative freeze.

The crisis has also hit hundreds of thousands of migrant workers employed in the urban informal sector. Labourers situated across the Hyderabad Metropolitan Development Authority (HMDA) region, the Future City zone, the Outer Ring Road (ORR), and the Regional Ring Road (RRR) belts face immediate income losses as ongoing work halts.

The widespread inclusion of private lands on the prohibited list has triggered a massive administrative and political crisis across Telangana, with land transactions remaining completely blocked from core urban hubs to rural stretches.
