BJP MP Arvind Dharmapuri Nominated to JPC on FCRA Amendment Bill 2026

BJP MP Arvind Dharmapuri has been nominated as a member of the Joint Parliamentary Committee on the Foreign Contribution (Regulation) Amendment Bill, 2026. Following the announcement, Arvind took to X to express his gratitude to Prime Minister Narendra Modi and Lok Sabha Speaker Om Birla for entrusting him with the parliamentary responsibility.

According to an official notification issued by the Lok Sabha Secretariat, the committee comprises members from both the Lok Sabha and the Rajya Sabha. BJP Lok Sabha MP from Bettiah, Bihar, Sanjay Jaiswal was appointed on Thursday as the Chairperson of the panel tasked with scrutinising the proposed legislation.

The Lok Sabha Secretariat bulletin confirmed 21 members nominated from the Lower House. Alongside Sanjay Jaiswal and Arvind Dharmapuri, the Lok Sabha members include Bhartruhari Mahtab, Tejasvi Surya, Kamlesh Jangde, Mukeshkumar Chandrakaant Dalal, Nishikant Dubey, Vishnu Dayal Ram, Ananta Nayak, Anto Antony, Captain Viriato Fernandes, Muhammed Hamdullah Sayeed, Kali Charan Munda, Zia Ur Rehman, Kalyan Banerjee, A. Raja, Lavu Sri Krishna Devarayalu, Naresh Ganpat Mhaske, Kaushalendra Kumar, Supriya Sule, and E. T. Mohammed Basheer.

The Upper House is also represented on the panel, with members nominated from the Rajya Sabha including C. Sadanandan Master, Harsh Vardhan Shringla, Ujjwal Deorao Nikam, and Alka Gurjar.

The Foreign Contribution (Regulation) Amendment Bill, 2026 was referred to the Joint Parliamentary Committee during the recently concluded Monsoon Session following strong demands from Opposition parties for its withdrawal. Leaders from the Congress, Samajwadi Party, and Trinamool Congress have alleged that the proposed changes could increase government control and be used selectively to target non-governmental organisations, minority institutions, and civil society groups receiving foreign funds.

The Central government has maintained that the amendments are designed to strengthen regulatory oversight and ensure foreign funds are not misused or diverted in ways detrimental to national interest. The FCRA framework regulates how individuals and associations receive foreign funding, ensuring contributions are spent on permitted objectives.

The referral grants stakeholders and political parties the opportunity to present detailed submissions on the draft law. The committee will examine the provisions before submitting its formal report to Parliament during the upcoming Winter Session.
