TSUTF Demands GO 25 Amendment and Two Teachers per Primary School

The Telangana State United Teachers Federation (TSUTF) has called on the state government to amend Government Order (GO) 25, maintain accessible state-run schools, and appoint at least two teachers in every primary school across Telangana. Following a committee meeting in Hyderabad, the union announced plans to stage a mass hunger strike in the city on October 17 and warned of broader agitation in November if its demands are not met.

Along with staff appointments, the union is seeking the implementation of the Pay Revision Commission (PRC) retroactively from July 1, 2023. The organization also scheduled its upcoming state conference to take place in Kothagudem from December 26 to December 28.

TSUTF president Chava Ravi cited the two-teacher norm originally established under the 1986 National Policy on Education's Operation Blackboard, expressing strong criticism of government measures that convert schools into single-teacher institutions. After the committee meeting in Hyderabad, union leadership urged authorities not to distance education from everyone in the name of quality.

The union stated that while it would welcome Telangana Public Schools where they are needed, it firmly opposes closing down existing schools under the guise of setting up new facilities. TSUTF also demanded the allocation of one teacher per class in schools that have 50 students, alongside a reduction in app-based requirements and non-teaching responsibilities assigned to headmasters.

General secretary A. Venkat raised several additional welfare and operational issues, calling for cashless medical treatment through health cards, justice for employees affected by GO 317, the abolition of the Contributory Pension Scheme (CPS), and old pension benefits for 2003 DSC teachers. The federation further pressed for KGBV pay enhancements, teacher promotions, Teacher Eligibility Test (TET) exemptions for pre-RTE Act recruits, and solutions to problems affecting model, social welfare, and tribal welfare schools.
