TGHRC Directs TSCHE to Strictly Enforce Category-B Engineering Admission Rules

The Telangana Human Rights Commission (TGHRC), headed by Justice Shameem Akther, has recommended strict enforcement of prescribed guidelines for admissions to Category-B (Management/NRI) seats in engineering colleges across the state.
The Commission issued the order following a complaint filed in 2021 by Paladugu Srinivas of the Osmania University Joint Action Committee (J.A.C.). The complaint alleged irregularities in the Category-B admission process for the 2021–2022 academic year at St. Martin’s Engineering College in Dhulapally and Vardhaman College of Engineering in Shamshabad.
According to the complainant, eligible candidates were not given an effective opportunity to submit their applications despite notifications being released, and the prescribed admission procedures were not followed properly.
In response, the Secretary of the Telangana State Council of Higher Education (TSCHE) submitted a report stating that both institutions had published notifications in three newspapers on September 18, 2021, and completed the admission process in accordance with the established schedule and rules. However, the complainant disputed these claims and submitted documentation supporting the allegations of irregularities.
Taking note of the submissions, the Commission observed that the allegations were serious and pointed out that any discrepancy between the notified admission procedure and its actual execution could undermine legitimate opportunities for meritorious students.
Exercising its powers under Section 18 of the Protection of Human Rights Act, 1993, the TGHRC recommended that TSCHE ensure that no arbitrary or unauthorized procedures are adopted by colleges during Category-B admissions, safeguarding transparency and equal opportunity for all eligible candidates, and formally closed the case.
