TGHRC Directs Strict Enforcement of Engineering Category-B Admission Rules

The Telangana Human Rights Commission (TGHRC) has recommended the strict enforcement of prescribed guidelines for admissions to Category-B management and NRI quota seats in engineering colleges across the state, aiming to ensure transparency, fairness, and equal opportunity for eligible students.
The Commission, headed by Chairperson Dr. Justice Shameem Akther, issued the order in case HRC.No.4961 of 2021 following a complaint filed by Paladugu Srinivas of the Osmania University JAC. The complaint alleged irregularities in the Category-B admission process for the 2021–2022 academic year at St. Martin’s Engineering College in Dhulapally and Vardhaman College of Engineering in Shamshabad.
According to the complainant, eligible candidates were denied an effective opportunity to submit their applications despite notifications being released, and the prescribed admission process was not properly followed.
In response, the Secretary of the Telangana State Council of Higher Education (TSCHE) submitted a report stating that both institutions had published notifications on September 18, 2021, across three newspapers and carried out the admissions in accordance with established rules and schedules. However, the complainant contested the council's report and produced supporting documents to substantiate the allegations.
The Commission observed that the allegations were serious, noting that any discrepancy between the notified admission procedure and its actual execution could adversely impact the educational opportunities of meritorious and eligible students.
Exercising powers under Section 18 of the Protection of Human Rights Act, 1993, the Commission recommended that TSCHE strictly enforce Category-B admission guidelines to prevent unauthorized procedures and maintain transparency. Following the recommendation, the Commission closed further proceedings and forwarded a copy of the order to the TSCHE Secretary for necessary action.
