TGHRC Directs Education Department to Fix Amenities in Telangana Government Schools

Hyderabad: The Telangana Human Rights Commission (TGHRC), headed by chairperson Dr. Justice Shameem Akther, has passed an order directing the state School Education Department to resolve the lack of adequate infrastructure and basic amenities in government schools across Telangana.

The Principal Secretary to Government, School Education Department, has been directed to comply with the recommendations and report compliance to the Commission within six months from the date of receiving the order, in accordance with Section 18(e) of the Protection of Human Rights Act, 1993.

The Commission took suo motu cognizance of a news report published in a vernacular daily on July 3, 2026. The report highlighted severe shortages of classrooms and basic facilities, noting instances where students attended classes under trees, in verandahs, and in community buildings, as well as an acute lack of toilet facilities.

Reports subsequently submitted to the Commission detailed infrastructure deficiencies across Adilabad, Jangaon, Nalgonda, and Suryapet districts. These submissions confirmed dilapidated buildings, classrooms requiring major and minor repairs, and a shortage of functional toilets.

In Nalgonda district, an inspection by the District Educational Officer at a government school in Vootkur Village, Nidamanur Mandal, revealed that students had temporarily been made to sit under trees while damaged tin-roof classrooms were undergoing repairs following heavy rains. The Commission also noted that previously sanctioned construction at the location had not materialised due to the non-availability of suitable land.

The Commission observed that such infrastructural deficiencies directly affect the safety, health, dignity, and educational environment of children. It affirmed that the Right to Education guaranteed under Article 21A of the Constitution necessarily encompasses a safe and conducive environment for students.

TGHRC recommended that the Principal Secretary call for detailed reports from all District Educational Officers across Telangana and take up the matter with the Chief Secretary to Government. The Commission ordered prompt measures to deliver safe classrooms, functional sanitation, and necessary repairs before closing proceedings in HRC No. 2638 of 2026.
