TGERC Approves ₹5,420 Crore True-Up Charges for Telangana Power Users

Electricity consumers across Hyderabad and the rest of Telangana, excluding agricultural pump-set users, will face higher monthly bills following an order by the Telangana Electricity Regulatory Commission approving the collection of ₹5,420.23 crore in true-up charges. The charges cover the difference between the actual cost of power supplied and the revenue recovered during the 2022-23 and 2023-24 financial years.

Under the order issued on Monday, consumers in domestic, commercial, industrial, and lift irrigation categories will pay an additional ₹0.30 per unit in bills issued for November. From December onward, the surcharge will increase to ₹0.50 per unit. The recovery will continue for 29 months for consumers under the Southern Power Distribution Company of Telangana Ltd and for 26 months for those under the Northern Power Distribution Company of Telangana Ltd.

For a domestic household consuming 200 units of electricity a month, the hike translates to an extra payment of ₹60 in the November bill and ₹100 each month starting in December. For TGSPDCL consumers, this additional charge will continue until March 2029, while TGNPDCL consumers will pay the levy until December 2028.

In total, the commission approved true-up charges amounting to ₹7,635.22 crore across both discoms. This total includes ₹5,186.29 crore of power purchase true-up for 2022-23 and ₹2,448.93 crore of revenue true-up charges for 2023-24. On a per-unit basis, the approved true-ups work out to ₹0.80 per unit for 2022-23 and ₹0.33 per unit for 2023-24.

The overall approved amount also includes ₹2,214.99 crore attributed to energy consumed by agricultural pump-sets, which receive free electricity. Rather than levying this portion on consumers, the commission directed the two power distribution companies to approach the State government to recover the farm-sector true-up charges directly.

Across discom jurisdictions, TGSPDCL will recover ₹4,222.93 crore over 29 months, while TGNPDCL will collect ₹1,197.3 crore over 26 months starting from November 2026. Approved energy sales stood at 64,434.42 million units in 2022-23, including 17,629.25 million units for agriculture, and 74,442.36 million units in 2023-24, of which 25,154.04 million units were for farm use. The discoms also collected ₹798.87 crore above supply costs during 2024-25, which will be adjusted in the 2026-27 retail supply annual revenue requirement.
