Telangana to Allow Conditional Registrations on Disputed Paigah Lands

In a major policy shift, the Telangana government has decided to permit conditional registrations on long-disputed Paigah lands in prime real estate hubs, including Hafeezpet, Kondapur, and areas near Hi-Tec City. The move is expected to regularise thousands of existing properties and unlock an estimated Rs 1,000 crore in registration revenue.

The decision impacts thousands of property owners whose buildings, apartments, and gated communities were constructed over decades on lands covered under Civil Suit (CS) No. 14 of 1958 and Civil Suit (CS) No. 7 of 1958, where ownership disputes between the state and private parties remain pending.

Revenue Minister Ponguleti Srinivas Reddy announced that the government will remove CS-14 and CS-7 lands from the prohibited list under Section 22-A of the Registration Act. Under the new conditional registration framework, registered documents will explicitly state that ownership rights remain subject to the final outcome of ongoing legal proceedings before the Supreme Court and the High Court.

Paigah lands span nearly 1,500 acres across Rangareddy and Medchal Malkajgiri districts and have been at the centre of litigation for over six decades. Officials estimate that constructions have already come up on nearly 600 acres, particularly within Serilingampally mandal, where widespread urbanisation occurred despite ongoing disputes.

Hafeezpet represents one of the most prominent examples of this development. In survey number 80 alone, out of 484 acres, residential colonies, apartment complexes, and gated communities now cover approximately 430 acres, leaving only about 50 acres vacant. Similar disputes affect survey numbers 77 to 79 in Hafeezpet, 192 acres in survey number 172 of Hydernagar village near Kukatpally, survey numbers 3 and 4 in Ghansimiyaguda near Shamshabad, and areas in Hasmathpet.

Revenue Department Principal Secretary DS Lokesh Kumar said the state government will issue detailed instructions regarding CS-14 and CS-7 lands on a case-by-case basis, taking into account various court judgements governing individual parcels.
