Telangana Revises Norms For Rs 1,341 Crore Streetlight Project

The Telangana government on Tuesday, 14 July 2026, amended the regulations for a Rs 1,341.60 crore comprehensive streetlight maintenance project across the Greater Hyderabad Municipal Corporation (GHMC), Cyberabad Municipal Corporation (CMC), and Malkajgiri Municipal Corporation (MMC) limits in Hyderabad. The Municipal Administration and Urban Development (MAUD) Department issued GOMs 196 to relax bidder eligibility and extend implementation timelines for the 10-year infrastructure project.

The revised provisions replace the earlier guidelines issued under GOMs 91 on March 6. The amendments were made following representations from stakeholders and the subsequent recommendations of a government-appointed committee.

Under the previous norms, the selected concessionaire was required to replace all existing streetlights and Central Control and Monitoring System (CCMS) boxes within a six-month period. While the amended orders retain the six-month deadline for the CCMS boxes, they extend the timeline for replacing the LED streetlights to two years, depending on practical implementation feasibility.

The state government has also modified the eligibility criteria for bidders. Previously, companies were required to have executed streetlight supply, maintenance, or CCMS work orders worth Rs 30 crore in a single financial year over the last 10 years.

The new rules require bidders to have completed either one contract worth Rs 30 crore, two contracts worth Rs 20 crore each, or three contracts worth Rs 15 crore each during the last seven years. Additionally, bidders must possess experience in installing 7,000 CCMS boxes under a single contract within the last seven years. The solvency certificate requirement has also been reduced from Rs 180 crore to 10 per cent of the estimated contract value, which is Rs 134.16 crore.

The GHMC will serve as the nodal agency for the execution of this project, which covers nearly 7.60 lakh streetlights across the CURE area.

Previously, Energy Efficiency Services Limited (EESL), a Central government public sector undertaking, managed around 4.5 lakh LED streetlights across the erstwhile GHMC limits for seven years. After EESL's contract expired last year, GHMC took over the maintenance, but the transition did not yield the desired results, leading the government to amend the project clauses.
