Telangana High Court Fines Retired Headmaster Rs 1 Lakh Over Personal Dispute

On 16 July 2026, the Telangana High Court in Hyderabad dismissed a writ petition filed by a retired headmaster and imposed Rs 1 lakh in costs, ruling that the legal plea was an attempt to settle personal scores against a teacher. Justice E.V. Venugopal directed the petitioner to deposit the penalty amount with the Government High School for the Blind Girls in the Malakpet area of Hyderabad.

The petitioner, P. Srinivas, was a retired Headmaster of MPUPS in Pangiri Village, situated in the Nirmal district of Telangana. Srinivas had filed the writ petition alleging that the local education authorities had failed to conclude disciplinary proceedings that had been initiated against a Secondary Grade Teacher based on complaints he had submitted. Through the petition, Srinivas sought court directions to compel the authorities to complete the enquiry and take formal action against the teacher.

However, the High Court raised serious concerns regarding the timing and motivation behind the petition. The court noted that the petitioner had retired from his post in 2017, yet he chose to lodge the official complaint only in 2022. Furthermore, the complaints concerned incidents that allegedly took place way back in 2016.

Justice Venugopal observed that no complaint was made by Srinivas while both he and the Secondary Grade Teacher were actively serving in the same school. Despite his retirement, the petitioner continued to pursue the matter.

The court also found that Srinivas had suppressed significant information in his petition, specifically hiding the fact that counter-complaints existed between the two parties.

Observing that the petitioner had not approached the court with clean hands and had instead invoked the court's extraordinary jurisdiction to pursue a personal dispute, Justice Venugopal dismissed the writ petition. Srinivas must deposit the Rs 1 lakh cost to the school in Malakpet within one month.
