Telangana Forms Six Member Panel to Certify Traffic E-Challan Devices

The Telangana state government has constituted a six-member multi-departmental designated authority in Hyderabad to examine, certify, and annually renew approvals for electronic traffic enforcement devices. The newly formed panel will oversee the technology used to issue traffic e-challans, ensuring that all devices meet required standards.
The establishment of this authority follows specific directives issued by the Supreme Court of India in the case of S Rajaseekaran vs Union of India. Through its judicial orders dated September 2, 2024, and October 7, 2025, the Supreme Court directed all state governments to immediately notify a designated authority to oversee the certification of electronic traffic enforcement devices. This mandate aims to implement Section 136A of the Motor Vehicles Act, 1988.
The state government acted on a proposal submitted by the Telangana transport commissioner to set up the body. The newly notified six-member authority is officially headed by the transport commissioner.
In addition to the transport commissioner, the panel includes a senior officer with experience in traffic enforcement, who will be nominated by the Director General of Police (DGP). Four other senior officials have been appointed to serve on the panel to complete the six-member authority.
The state government has authorized this newly formed authority to frame its own procedures for testing and certifying the electronic enforcement devices. According to the government directive, these local testing and certification procedures must remain consistent with Rule 167A of the Central Motor Vehicles Rules. The procedures must also align with the technical standards prescribed by the Ministry of Road Transport and Highways from time to time.
This measure establishes standardized local testing and certification procedures for electronic traffic enforcement technology. The authority will ensure that all electronic devices used for traffic enforcement in the state undergo regular examinations and annual renewals.
