Telangana Amends Rules to Enable HMDA to Issue TDR in CURE and Secunderabad

HYDERABAD — The Telangana government has amended existing rules to enable the Hyderabad Metropolitan Development Authority (HMDA) to issue and utilise Transferable Development Rights (TDR) certificates for lands required or surrendered for projects in the Core Urban Region Economy (CURE) area, Peri-Urban Region Economy (PURE) area, and the Secunderabad Cantonment area.

Jayesh Ranjan, Special Chief Secretary of the Metropolitan Area & Urban Development (MA&UD) Department, issued Government Order (GO) MS No 218 on Friday to enact the policy change.

Under the new directive, GO MS No 235, which was originally issued by the MA&UD Department on December 12, 2022, was amended by replacing the phrase "ORR limits" with "HMDA area". This revision enables the utilisation and disposal of eligible TDR certificates across the wider HMDA jurisdiction.

The amendment aims to streamline the issuance and utilisation of TDR certificates for land required or surrendered for public purposes and project development implemented by the HMDA. This includes lands situated in CURE and PURE regions, as well as properties within the Secunderabad Cantonment limits.

According to the government order, the HMDA will handle the processing of all TDR certificates exclusively online. The certificates will be issued in compliance with the Telangana Buildings Rules 2012.
