TCA Accuses HCA of Constitutional Violations Ahead of BCCI Hearing

The Telangana Cricket Association (TCA) raised allegations of statutory and constitutional violations against the Hyderabad Cricket Association (HCA) on Wednesday, accusing the body of conducting unauthorized trials and forming parallel district committees outside its jurisdiction in Hyderabad. TCA General Secretary D. Guruva Reddy issued the statement ahead of a scheduled August 17 hearing before the Board of Control for Cricket in India (BCCI) Ethics Officer and Ombudsman.

The upcoming BCCI hearing stems from a complaint filed by district cricketers Gourav Sharma of Nizamabad District and Marignari Navarasan of Warangal District. According to the TCA, the HCA's Apex Council management and Single Member Committee (SMC) are attempting to establish a fait accompli and present fake compliance through unilateral actions prior to the proceeding.

Guruva Reddy stated that judicial directives, including a Bombay High Court order under Writ Petition No. 3678 of 2023 following a July 11, 2021 BCCI framework, explicitly restrict the HCA’s jurisdiction strictly to Hyderabad city limits. He added that cricket administration across the remaining districts of Telangana falls outside the HCA’s unilateral mandate and requires a collaborative conciliation framework with the TCA.

The TCA official accused the HCA of committing conflict-of-interest violations and statutory breaches to mislead judicial and administrative authorities. He described the HCA's district maneuvers and unilateral trials as a direct assault on the authority of the BCCI and the Supreme Court-mandated constitution.

Guruva Reddy further stated that by bypassing the BCCI and operating without consensus from the elected General Body and stakeholders, the HCA management is acting like an isolated autocracy. He alleged that the association is pushing arbitrary backdoor selections and land-grabs while staging an open rebellion against Indian cricket governance.

He warned that tendentious attempts at defrauding the judiciary, the side effects of mocked judicial oversight, and the impersonation of unauthorized authority would lead to an inevitable outcome for the HCA during the upcoming BCCI proceedings.
