Shortage of Voter Roll Forms Hits Hyderabad Residents Ahead of Deadline

Residents across Hyderabad, including localities such as Shaikpet, are encountering shortages of voter roll application forms with Booth Level Officers (BLOs), complicating efforts to correct or add their names to the voter list ahead of the October 15 deadline.

Despite Election Commission of India guidelines stating that Forms 6, 7, and 8 must remain available with BLOs, ground staff across several constituencies have reported an absence of physical copies. The deficit has forced applicants to seek alternate avenues, such as Meeseva centres, or download forms independently.

Officials stated that any required changes must be submitted before the notice phase and disposal of claims and objections concludes on October 15, or the updates will not be reflected in the final electoral roll. The claims and objections window, scheduled from August 17 to September 16, allows citizens who missed submitting Enumeration Forms during the Summary Intensive Revision phase that ended on August 10 to file Form 6 for inclusion. The window also permits corrections through Form 8 and objections or deletions via Form 7.

Citizens have expressed frustration regarding the unavailability of physical forms from assigned officers. Syed Mujeeb-ur-Rahman, a resident of Shaikpet, reported that after finding his name missing from the draft voter list, his local BLO instructed him to download Form 6 online instead of providing a physical sheet.

Sources indicated that delays in the payment of BLO honorariums alongside general fund flow constraints have disrupted the local printing of documents. Although notices and forms are generated as soft copies from Delhi, local teams are responsible for printing physical copies. Supervisors have reportedly been reluctant to cover these expenses while staff wait for pending remuneration.

The affected citizen forms cover vital registration steps: Form 6 applies to new voter registrations and inclusions, Form 7 covers objections or deletions of names, and Form 8 handles corrections, address shifts, replacement voter cards, and disability markings.
