Iran and US Agree to Establish Lebanon De-Confliction Cell at Switzerland Talks

High-level negotiations seeking a permanent end to the Iran war concluded early Monday, June 22, in Obbuergen, Switzerland, with the United States and Iran agreeing to establish a "de-confliction cell" to address the ongoing fighting in Lebanon.

The agreement, mediated by Pakistan and Qatar, aims to include the Lebanese government to ensure adherence to the termination of military operations in Lebanon. However, it remains uncertain if the cell will successfully halt fighting between the Iranian-backed militia Hezbollah and Israel, which continues to occupy Lebanese territory and insists on maintaining a free hand to target militants.

Iranian Foreign Minister Abbas Araghchi praised the mediators on social media, stating that the negotiations delivered major progress. According to Araghchi, the understandings reached include the waiver of oil and petrochemical exports, the lifting of blockades, the release of some frozen assets, and the launch of a major reconstruction and development plan for Iran.

Araghchi noted that the first real test of these understandings will be the effectiveness of the Lebanon de-confliction cell. Iran has tied the success of the broader talks to the end of the fighting in Lebanon.

The talks, which mark the beginning of a 60-day diplomatic process to secure a permanent peace deal, had a tense start on Sunday, June 21. Tensions rose after US President Donald Trump warned Iran on social media to stop its proxies in Lebanon, threatening military strikes.

In response, Iran's lead negotiator, Mohammad Bagher Qalibaf, warned the US to be careful with its statements, asserting that Iran's armed forces are prepared to respond.

Despite the rhetoric, US Vice President J.D. Vance and negotiators Steve Witkoff and Jared Kushner met with Qalibaf and Araghchi for approximately 80 minutes. Technical, lower-level talks are scheduled to continue in Switzerland for the remainder of the week to work out the details.

Other key areas of discussion during the meetings included mechanisms to ensure the Strait of Hormuz remains open, enforcement of a ceasefire in southern Lebanon, and robust talks regarding the nuclear issue.
