Hyderabad Pan Shops Turn Retail Outlets for Smuggled Cannabis Chocolates, Raids Reveal

Small pan shops and provision outlets across Hyderabad are increasingly being used as covert retail points to sell cannabis-laced chocolates, according to police and excise department officials.

Recent enforcement raids across city neighbourhoods have uncovered an interstate supply chain that channels the contraband from neighbouring states directly into local retail outlets. The cannabis-infused chocolates are smuggled into the city in bulk before being distributed to selected pan-shop operators, who display and stock them alongside regular confectionery, snacks, and tobacco items.

Enforcement officials noted that these neighbourhood retail points provide peddlers with an easy avenue to reach consumers, including daily wage labourers and youngsters, without openly dealing in conventional marijuana. The arrangement also creates a buffer for wholesale suppliers, allowing them to avoid direct interaction with end consumers by having shopkeepers sell individual packets across the counter.

Investigations into earlier cases revealed that the network often involves migrant workers travelling to Hyderabad from states such as Odisha, Karnataka, and Andhra Pradesh for construction and other jobs. Officials found that some workers brought marijuana-infused chocolates into the city to sell to co-workers and neighbourhood contacts, after which the products gradually found their way into local pan shops.

Because the contraband closely resembles ordinary sweets and packaged confectioneries, authorities have raised concerns that these items are difficult for parents and genuine customers to identify. Enforcement agencies have expanded their monitoring beyond inter-state couriers to clamp down on local distributors, participating shopkeepers, and repeat buyers involved in the illicit trade.
