Hyderabad Civic Bodies Partner With ASCI for Swachh Bharat Mission 2.0

The Greater Hyderabad Municipal Corporation (GHMC) alongside the CMC and MMC in Hyderabad have engaged the Administrative Staff College of India (ASCI) as their Swachhata Knowledge Partner for the 2026-27 period. The decision, which was formally approved by the standing committees of all three municipal bodies, aims to strengthen urban sanitation and improve municipal service delivery across the city.

The initiative has been approved under the Capacity Building component of the Swachh Bharat Mission (Urban) 2.0. Through this partnership, the civic bodies intend to provide comprehensive training to a wide range of stakeholders to enhance sanitation practices and solid waste management systems.

A primary goal of the collaboration is to boost the performance of the municipal corporations in the upcoming Swachh Survekshan 2026-27 rankings. Officials stated that the programme will equip municipal personnel with improved technical and operational skills while strengthening institutional capacity to ensure better service delivery for residents.

The partnership also focuses on promoting sustainable urban sanitation, effective waste management, Garbage Free City status, and clean city initiatives. Additionally, it aims to reinforce and maintain Open Defecation Free outcomes and protocols, establishing a sustainable system for continuous improvement across the urban local bodies.

According to GHMC officials, the training programme will cover 13 distinct stakeholder categories across the urban management spectrum. These include elected representatives, administrative and executive officials, municipal engineers, sanitary inspectors, health officers, and HMWSSB engineers.

Other key groups involved in the initiative are STP operators, Tulip interns, brand ambassadors, sanitation workers, and Safai Mitras. Community partners such as non-governmental organisations, Resident Welfare Associations, market associations, bulk waste generators, self-help groups, and both government and private institutions will also participate.

The execution of the programme will involve comprehensive training needs assessments, the development of detailed training modules, and the formulation of standard operating procedures. It will also feature exposure visits and structured evaluations to monitor progress and effectiveness.

Furthermore, special skill-development training will be tailored specifically for frontline sanitation workers. This specialized training will cover the entire waste management value chain to ensure operational efficiency and safety at every level of municipal sanitation work.
