Hundreds of Jubilee Hills, Banjara Hills Plots Placed on Prohibited List

Hundreds of properties in Jubilee Hills and parts of neighbouring Banjara Hills have been placed on the government's Section 22-A prohibited property list, restricting owners from selling, transferring, or mortgaging their land.

The restriction covers land identified as government ceiling land across survey numbers 403/1 and 120 in Shaikpet village, which covers Jubilee Hills, as well as survey number 102/1 in Hakimpet village, which covers parts of Banjara Hills. Properties along Road No. 44, where Chief Minister A Revanth Reddy's residence is located, and lanes near Road No. 36 are among those impacted.

Residents attempting to conduct transactions have been turned away at registration offices. When property owners approach the Banjara Hills sub-registrar, they are being asked to secure a No Objection Certificate from the Hyderabad district collector stating that their plot is neither government land nor ceiling land.

The Jubilee Hills Cooperative House Building Society Limited confirmed that its members are facing disruptions. The society was originally allotted 1,398 acres by the government and developed 3,035 plots across roughly 1,100 acres in survey numbers 403/A, 120, and 102/1. A society representative estimated that roughly 10 percent of its total plots, or about 300 properties, are caught in the prohibited list.

According to the society, plots exceeding 1,200 square yards—or cases where owners bought adjacent plots or regularised extra land—are specifically facing scrutiny under past Urban Land Ceiling rules prior to the Act's repeal in 2008.

Unlike other districts that submitted and published their revised 22-A lists on the registration and stamps department website, Hyderabad district has neither displayed the list online nor submitted a revised version. Property owners only learn of the prohibition when visiting sub-registrar offices.

Shaikpet Tahsildar Y Anitha Reddy confirmed that the 22-A list is currently under revision, noting that certain survey numbers in Jubilee Hills and other land parcels in Shaikpet mandal remain under prohibition because the government maintains claims on the land.
