Harish Rao Demands Cancellation of TGIIC Land Auction in Raidurg Panmaktha

Former minister and BRS deputy leader T. Harish Rao on Thursday wrote a letter to Chief Minister A. Revanth Reddy demanding the immediate cancellation of proposed Telangana State Industrial Infrastructure Corporation (TGIIC) auctions of 10.63 acres of land in Survey No. 83/1 at Raidurg Panmaktha village. The auctions are currently scheduled for August 21 and 28, 2026.

Harish Rao questioned the state government's decision to proceed with auctioning the land, which is estimated to be worth ₹2,000 crore, despite ongoing legal disputes, competing ownership claims, and its official heritage status. He noted that Survey No. 83 in Raidurg Panmaktha village was declared a heritage site under G.O.Ms.No.4 by the Municipal Administration Department on January 2, 2003, creating a statutory duty for the government to protect it.

In his letter, Harish Rao highlighted that Revanth Reddy himself had approached the Telangana High Court in 2020 while in the opposition to prevent the creation of third-party interests in the same survey number. He questioned how Revanth Reddy, after becoming Chief Minister, could now authorize an auction that creates new third-party rights over the same disputed parcel.

The proposed auction involves 10.63 acres divided into two plots of approximately 5.25 acres and 5.38 acres. Harish Rao pointed out that 6.2 acres from Survey No. 83 were previously auctioned for around ₹237 crore per acre, after which the State Bank of India asserted ownership rights and took the matter to court. That litigation remains sub judice before the High Court.

Criticizing the administration's broader land management, Harish Rao alleged that the Congress government is treating public land as a revenue generator rather than a protected asset for future generations. He cited other controversial land decisions, including those regarding Kancha Gachibowli, Lagacharla, and Maulana Azad National Urdu University, emphasizing that heritage properties carry historical value and should not be treated as commercial real estate.

Harish Rao demanded a thorough examination of all heritage, revenue, survey, title, and Waqf records pertaining to Survey No. 83. He also called for an investigation into any records that may have been misplaced, reported missing, or tampered with before any land alienation is considered.
