ECINET Portal Enables Upload of All 11 Supporting Documents for Electoral Revision

In Hyderabad, the Citizen Service Portal (ECINET) has enabled the online submission of all 11 officially recognised supporting documents for the ongoing special intensive revision (SIR) of the electoral roll. Electors responding to discrepancy notices can now upload their proofs directly via the ECINET application and the Chief Electoral Officer (CEO) Telangana SIR portal.

Previously, the platform restricted document uploads to only three categories: birth certificates, matriculation or educational certificates, and passports. The dropdown menu on the portal was expanded after representations pointed out technical constraints, effectively removing the digital bottlenecks faced by electors.

Voters in Telangana who have received an SIR notice regarding discrepancies can now submit any of the 11 valid documents online. These include birth certificates, Indian passports, Aadhaar cards (as per Election Commission of India guidelines), school or matriculation certificates, government employee or pensioner ID cards and PPOs, pre-July 1, 1987 government-issued documents, permanent residence certificates, caste certificates, family registers, land or house allotment certificates, and forest rights certificates or NRC records. Physical submission of documents to Electoral Registration Officers (EROs) is not required unless explicitly requested following a review.

The system update followed a formal representation submitted by advocates Neha Amreen and Qudsia Tabassum to Telangana CEO C. Sudarshan Reddy earlier this week. The advocates sought the full inclusion of all 11 categories prescribed under the SIR process by the Election Commission of India, arguing that limited options caused hardships for genuine electors holding other recognised records and that the update would ease verification hurdles.

In addition to the portal update, the CEO instructed poll officials to provide formal acknowledgements to voters who submit documents in response to notices. According to a memo issued on August 28, officials must acknowledge in-person appearances of electors or adult family members. The ERO or Assistant Electoral Registration Officer (AERO) must issue a signed acknowledgement containing the voter's EPIC number and details of the submitted documents on the day of the hearing.
